Before Christmas placed an order inputting 2 discount codes and showing breakdown and total in checkout. Clicks pay and automatically goes to paypal with no total shown and pays.
I then check paypal to see seller fraudulently charged more so immediately cancelled demanding a refund which was declined 3 mins later and still showing in Purchases.
Ebay useless on subject had to wait until after Christmas for the refund, neither did seller respond within 3 days. "You should hear back from the seller by 15 Dec, 2025." This was a present nearly £300.
So then went direct to paypal who saw it as fraud and fast tracked the normal 2 week to immediate at 6 days at 19 Dec.
Its only then the seller responded with "We have seen that you filled a charge back to your bank entity, we do not know the reason for this as the transaction was smooth. Please cancel the charge back and we will proceed by sending you the full refund."
Waited 2 weeks and left Negative feedback which was removed by ebay. No wonder seller has 99.5% rating.
Point being these people need reporting and ebays supporting this behaviour by earning from it, but so do we buying, ebay takes a cut.

it depends on what you said in the neg.
Also, a you closed the eBay case that might have got the neg removed - as you went to PayPal for a claim your eBay case would be closed.

I think your problem started right there, a seller can't charge more than the price showing at eBay checkout. The price is always shown there, then you click to select your payment method which was PayPal in your case. Again, you can see the total amount that you're authorising to pay in PayPal before clicking on the 'pay' button.
It sounds like the discount codes didn't apply correctly in the first place. You can only apply one code at eBay checkout.
Your seller should've cancelled the order if they hadn't shipped it to save any further issues, but I'd be very surprised if PayPal confirmed that this was fraud, because it isn't.
I'm also unclear why you issued a chargeback when you could've simply opened a PayPal item not received claim.
I've no idea why your feedback was removed, I don't know what it said, but at least you've got your refund now.

Some sellers for BIN & Offers have immediate payment,
this means discount codes can not be used, so full automatic payment is made.
You must have clicked to pay & known the cost.
Some vouchers are supplied by seller, others by ebay.
If ebay voucher, seller still gets full amount as they may not be aware of discount.

In Post #7 you mention a chargeback via your bank. This is not a PayPal claim. It makes no sense that PayPal confirmed that anything was fraudulent, they are not allowed to state that.
