My order delivered to wrong address. Seller not giving refund and Ebay not stepping in to resolve

I placed an order on 16 August. I received an email on 20 August with tracking number and message saying "the seller marked your order as dispatched". I clicked on the tracking link in the email and it showed that the package was delivered on 18 August, which I never received. I checked the full tracking history and the address my order was delivered to is completely wrong. The order details has my correct address. I reported it to the seller but they are sending me very inconsiderate answers that we will not refund you because the package was delivered to you. I have written to them three times that the postcode in the original order and in the tracking information do not match so they have posted it to the wrong address, but the seller is not cooperating. eBay has an automated system and is not stepping in to help. Can someone in the community help me to resolve this problem and how i can get my money back?

Have you opened an 'item not received' case through Ebay?

Have you got a date when you can ask Ebay to step in if the seller does not resolve the case?

It is most likely that if tracking shows as delivered the case will close and no action from ebay. If you cannot get ebay to understand that it was not delivered to your address, then contact your payment provider who is more likely to be helpful and they should start a chargeback to get a refund.

I requested a call back from eBay via think link https://www.ebay.co.uk/help/eua?id=5275&mkevt=1&mkpid 

They have asked me to call back tomorrow and they would arrange a refund via their money back protection.
