Not sure if it is a glitch, perhaps worth trying a little later or, if using the app or mobile browser, switch if you can to a PC / laptop use Chrome and try from there.
If it doesn't reappear later , contact eBay Customer Services , hopefully they will confirm this is a temporary site glitch and not a permanent ' improvement'.

Lines open between 8 a.m. to 10 p.m. on weekdays.
9 a.m. to 6 p.m. on weekends.
I recommend contacting CS very first thing in the morning, when the lines first open, as there's more chance of Dublin answering.
