This is a new feature / option eBay have introduced to lessen the number of non payments sellers have been experiencing. It's a good idea, but has some failings one being you cannot select PayPal as option by which to pay.
When an offer has been accepted, an immediate payment is asked for, and there is no choice here to pay by PayPal but generally taken from your bank account registered.
To be fair some sellers do not even now they have been opted into this scheme, it wasn't an option to choose, but sellers can opt out.
You can message the seller and ask if they can opt out of this scheme, so you can pay by PayPal, they may or may not agree.
