The £6.99 is for the Reserve you added. This is an optional listing upgrade which costs 4% of your set reserve and payable sale or no sale, charged the second the item goes live.
You don't need to use Reserves, just list your item starting at the lowest price you are happy to receive, it cannot sell for less.
To deselect auto relisting on auction items, this depends on which listing tool you are using, there are 2.
To deselect the auto relist from auction style items, If you cannot see Upload Video in the photo section, then you are using the quick listing tool, and here auctions default to automatically relist 8 times. On the quick listing tool you have to end the listings and relist using the new listing tool, link below.
Create your listing with the new listing tool here, and auctions will not auto relist unless you specifically request this option.
On both listing tools, all Buy it Now items will auto relist every 30 days until they are sold or you manually end those items.
