Item not received

A buyer has just reported after two months he didn't receive the item. Should it be the buyer or seller who makes a claim against the courier company?

Buyer had 30 days to open ebay case, so too late.

Carriers are also unlikely to allow case after this time.

Buyer may be able to open charge back through their bank.

This is why you should always keep proof of posting and delivery.
