Item never arrived since October 2024

I bought an item in October 2024 but it never arrived. Got in touch with seller multiple times (more than 10) and  few time he said he will send it again. Then he said he will issue a refund but agaim nothing has happened. I understand it was all his delaying tactic. He keeps on creating new message answering threads but anyway all the messages with him are recorded in ebay app. I understand it was all delaying tactics There is no way to contact ebay directly. Can you please guide me what to do. He might be scamming the other customers as well.
