i brought a starter motor with a two year warranty its failed within specified time and seller will not respond to emails about return , now I need a replacement item

You cannot report this to eBay if more than 30 days have passed the item's last estimated date for delivery,   as they do not offer warranties or guarantees on items, just that they are just as described on receipt.  If they are not,  a buyer has 30 days under eBay's 30 day MBG,  Money Back Guarantee policy,  to return the item for a full refund.

 

If you bought this from a Private seller you are too late to claim a refund.

 

If purchased from a registered UK business, who offered a guarantee and is now not upholding this,  then turn to Citizens Advice for your next steps,  if you wish to take this further.

Have you approached the manufactuer direct? Was the warranty with them?

Warranties often prove worthless on eBay, but eBay won't get involved after its own 30 day money back guarantee has expired. It's between you and the seller now, or whoever provided the warranty. 

 

Sellers may offer warranties, but when things go wrong many don't want to know. Warranties from overseas sellers are best assumed to be meaningless. Even manufacturers' warranties are liable to be invalid for items bought on eBay. Few sellers here are authorised distributors, or items sold here may be clearance stock, seconds, customer returns, grey imports or just plain counterfeit.

 

Depending upon the circumstances your credit or debit card issuer may be able to help, if that's how you paid. If the seller is a registered UK business seller you may have some statutory consumer rights, but enforcing them against distant, uncooperative eBay sellers is liable to be difficult or impracticable. There is plenty of information online, or consult Citizens Advice.

These are the risks of buying on eBay. The user agreement even warns buyers that "eBay does not guarantee the existence, quality, safety or legality of items advertised, or the truth or accuracy of descriptions".  eBay is a jungle.
