Is Ebay closing down the U.K. section, sellers are unable to send invoices to U.K. buyers for over 10 days now.

Yep,  still seems to be an issue,  others still reporting the same, too.

We were told some days ago now a fix is on its way,  but no date confirmed 🤔

I'll tag Dave , and see if the Community Manager has any update on this.

There is no need to send invoices, ebay do it automatically.

Only time you need to is if combining postage.
