Invoicing outside ebay

Seller agreed to make a custom size item, but wouldn't make a listing for it. They wanted me to pay 99p and then they would invoice me outside eBay when the item was ready. I asked them to make a listing for the full amount, they refused, 99p and then pay outside eBay. Surely, this is against eBay rules, as I have no protection?

It is against Ebay rules and you should walk away from this deal and this seller.

You would lose buyer protection and the seller would evade eBay fees.
