I recently sold a used VCR unit on the GSP to a customer in the USA. The item was fully tested prior to dispatch, with it working absolutely fine. The buyer contacted me today stating that after a couple hours use the VCR has developed a fault where it freeze frames.
Due to the age of the item it is understandable that a fault may have developed after some use, even though it was tested and working prior to posting. I also have no reason to not believe the seller as he has 100% positive feedback on eBay and an account that is 20years old.
I have never had to deal with an issue with a GSP sale before so unsure how to proceed. I am happy to issue a refund but unsure how to go about this as I know the buyer would have paid an international shipping fee to eBay. Do I ask the buyer to go through the normal return request with reason for return as INAD? Is eBay responsible for refunding the international shipping cost to the buyer? I don't really want to cover return shipping costs from the USA so am I able to just refund the buyer without them returning the item, and they still get refunded the international shipping charge by eBay?
Any help with this would be greatly appreciated.

Buyer opens a not as described case and as you don't want the item back you issue a refund through the case.
Then eBay/Pitney Bowes take care of the international postage refund.
