I have followed instructions to try and get eBay to step in on a refund I requested for an item that was delivered with to brakes in it. There is no option for this in the more actions box like it says.
If you have opened a case for item not as described, then the option to escalate will only appear after 3 full days, and it is timed to the second, has lapsed, then the option to escalate, ask eBay to step in, will appear.
