Looks like you've returned to selling after a long break so eBay will treat you as a ' new seller' so you will initially have a limit to the number of items you can seel. Also, it's a security measure, as dormant accounts are often hijacked, so eBay need proof, that is sold items are delivered tracking will show this, and this proved the genuine owner has returned.

You need to provide eBay with details of a bank account and have this account verified. The usual method here, is for eBay to send 2 micro deposits into that nominated bank account for you to receive, and confirm to eBay.
Once this is completed, you will be able to list items for sale, and receive payouts from those sales.
