It would seem then, that there is something missing or not verified when registering for eBay's Managed Payments.
All sellers have to fully and correctly register for this, to be able to list items for sale, and receive payouts from those sales.
For this, you need to contact eBay Customer Services, who have access to your account and can explain what you need to do here.
If you contact them now, it's a Call Back option there's more chance of Dublin answering.
