Are you still having this issue? You were trying on a Friday which is eBay's maintenance day, when many things are not possible from time to time, when those in eBay HQ CaliforNIA are tweaking and installing new systems.
Where is the issue? You cannot see the withdraw button. or money is not showing in the Available section of your payment summary ? Is there a hold on your payouts this is possible if you have returned to selling after a short break.
If the issue persists contact eBay Customer Services who have access to your account and can see if there is any issue perhaps with your registration for eBay's Managed Payments?
