I can't underder why I get this error

In order to keep eBay a safe and trustworthy environment, we regularly review marketplace activity. As part of our review, we've temporarily placed a selling hold on your account. This hold will prevent you from listing new items.

To remove the hold on your account, please contact a member of our customer service agents who will happy to assist.

We appreciate your cooperation in confirming your information as soon as possible and welcome you as a valued member.

I have just sold something and it's delivered to the buyer.
I have also bought something

However when I try to list again or make a bid for something the site tells me there's a restriction on the account.  There's nothing on any of the screens that tells me what exactly is wrong and I can't speak to any staff about it, the automated chat just goes on a loop

Have you registered with eBay's Managed Payments?  You need to do the following to be able to list items for sale and receive payouts from those sales.  Buying and selling are 2 totally different aspects on eBay.

You need to provide eBay with details of a bank account and have this account verified.  The usual method here, is for eBay to send 2 micro deposits into that nominated bank account for you to receive,  and confirm to eBay.

Once this is completed,  you will be able to list items for sale,  and receive payouts from those sales.

This will show you how to register for eBay's Managed Payments.

If there is an issue with the registration contact eBay Customer Services,  who have full access to your account,  and can see where the issue lies and explain the steps you now need to take.

Contact them this way.

This is the easiest and quickest way to contact eBay Customer Services, for a Call Back option.

Lines open 8 a.m. - 10 p.m. on weekdays

9 a.m. - 6 p.m. on weekends.

Automated agents will be available on chat outside of the above hours.

I recommend contacting CS first thing in the morning as there's more chance of Dublin answering.
