I HAVE PAID IN FULL AND HAVE PROOF OF PAYMENT

The two important questions are how did you pay, and how did the seller cancel the sale?

How did you pay, as it was listed for cash on pickup? If you paid through eBay's checkout and the seller cancelled it correctly through eBay your payment should have been returned to you. If they cancelled it through eBay you would have been informed of this by eBay, although it could take up to a month before the refund is in your account.

Otherwise, if you paid some other way and the seller just walked away form the sale but kept your money it will be up to you to do whatever can be done to get it back. Without more information it's hard to advise you. Few if any payment providers are likely to offer payment protection for motor vehicles. If you paid by credit or debit card you might be able to get your card company to issue a chargeback - especially as you didn't receive the vehicle (rather than claiming it was faulty).

Otherwise you may need to consult Citizens Advice or a solicitor on possibly taking your buyer to court. Good luck.

going by the item number you cited -

The BMW was listed as cash on pick up and you needed to fully check out the car before paying.

Best advice is to talk to citizens advice or get legal advice.
