How to report a possible scammer?

How can I flag a possible scammer?  I sold a mobile phone recently, sent it off and the buyer received it Ok, but then I had a message from the buyer saying it didn't work and would I sent them my Google account details so that they could unlock it?  I didn't send them this information of course but is this a scam or just someone being clueless? And if it is a potential scammer, how do I contact eBay to alert them?

If it was a used phone it could well be locked to a Google account.   Only you would know that.

I had carefully removed the SIM card and done a full factory reset (twice)
- would the phone still remain locked to a Google account?

Yes it can remain locked due to a security feature called FRP (Factory Reset Protection).  Basically you have to remove the Google account before doing the factory reset.

 

If you didn't do this the buyer would need to know your Google account details to get the phone to work.

Ok thanks - I wasn't aware of this security feature. Oh well, the buyer has
paid and I didn't get any more comeback about a refund (sold for £15) so
hopefully they managed to find a work-around. I can't imagine I will ever
have any reason to be selling any more phones, but will keep this
information in mind.
