How do you report a seller to Ebay?

How do you go about reporting a seller to Ebay?  It seems nowadays Ebay are not even interested in communicating with anyone as it seems to be impossible to actually get to speak to anyone.

However, eBay has numerous other procedures for reporting specific issues.  To give you the correct advice, if the link above doesn't cover it you need to explain what the problem is.
