Have you opened the relevant case? If not, do so now.
Go right of the item in your Purchase History, and from More Actions select ....return this item.
Select the reason for the return, and enter the tracking number of the item sent back.
The seller has 3 days to accept the case, and after receipt of their item, they have 48 hours to refund you.
If they don't, you must escalate the case, ask eBay to step in and they'll force the refund.

Unless you "opened a case" with eBay rather than simply some "do it yourself" agreement with seller I am afraid you may not get anywhere. EBay will not help if not.
The system is "buyer opens case" "seller sends label" "buyer posts item using label" "on receipt seller refunds through case"

It looks as if you didn't do this through an ebay case so ebay can't help you now.

You do realise I hope that we are members like you - not eBay. We have no access to anything on your account.
As I and @papso22 and @plpmr say I am afraid that unless you used the eBay system simply sending someone some document will not get this sorted.
Using the eBay system at the right time would have sorted this. If you are within 30 days please do as @tressygirl says and open a case now.
