Global shipping programme

I sold an item to a buyer in Spain. I used the global shipping programme.  The item arrived at and dispatched from the ebay hub. Delivery in Spain failed. Buyer requested a refund. I thought that sellers were protected against loss once the item had dispatched from the hub...but when I spoke to ebay I was told I had to call ebay Spain. I protested, so the guy said they'd call me. They didn't! I have refunded the buyer as it wasn't their fault but...am I protected against loss?

How  did buyer request a refund? Buyer should have opened a not received case as global are responsible, your proof of delivery to global is all you need to protect against loss in post. 

If they did open a case which I suspect they did not, then you should respond with jtracking details.

There is very little point in using Global if you fail to use the benefits of the system. Having refunded, I have no idea whether Global will repay  you as that is not now it works.

I phoned ebay to ask about the procedure for undelivered items sent via their international hub. The rep told me I had to phone Spanish ebay. Surely that's not correct! When I checked, initially there was a case opened, but then it got closed without further info from ebay. I issued a refund as ebay kept asking me to respond to the buyer's request.
