Global Shipping Programme GSP Not showing Germany Sweden and others Turn Off?

Hi all, 
Has anyone got information on the global shipping programme not showing for Germany or Sweden on items? they seem to have been removed from the list with no indication or notice, much like the USA was in recent months, that was due to the traffis but not sure why these have been removed? 
There may be more countries that have been removed in Europe perhaps but i haven't checked yet.

Was there something that could of triggered this? and why has eBay again, not informed us.

Just a guess but in the case of Germay could be something to do with their regulations.
