You don't seem to offer free postage and, where the buyer pays for postage on a Simple Delivery listing, the buyer is refunded, not the seller.
The buyer pays Ebay for the postage so that is who is refunded.
If you independently buy another label, even if it is from Ebay, you will not get a refund.
