I recently purchased an Elemis skincare product for over £80. It arrived, not properly packaged and was clearly not the genuine article. Wrong colour, consistency and smell. Also it was described as 50 ml when in fact there was only 30ml . I’ve tried to report but no one seems interested. The seller has apologised in broken English, “for the mistake made in the manufacturing process”, saying they will “take proper action with the brand”!!! They want to refund me but that’s not the point. These are scumbags out to defraud people and are probably the tip of a very unsavoury iceberg.
Do I go to Trading Standards, the police or what? How do you get eBay to remove them?

Hopefully you have started a return and left the seller negative feedback.
Ebay won't act on a single report from an unhappy buyer, but if a seller repeatedly has returns for a product and gets a high level of negative feedbacks then Ebay will issue warnings and take further action.
You could report to Trading Standards (not the police) but again, they cannot take action based on one complaint.

“can you please give us some compensation. As we offer free delivery plus sent product are now can't be returned as it costs us a lot to purchase another shipping label for the return. So we are getting a lot of loss in free shipping,cost of two product and if we generate return label. Hope you will cooperate with us.”

That is what happens to sellers who send out rubbish. Once you open a Not as described case, then seller either provides a return label, and on return refund, or if they do not want returning they just refund.
Take no notice of excuses, if no label or refund within3 days on day 4 escalate to ebay to deal with. That gives seller a defect, and if they have a defect rate over 2% then they will fall below standard and have restrictions imposed.
From what they say they are finding selling rather expensive and with defects I doubt they will last long.
They are not even registered as a business, in future do not buy from private sellers who are really business sellers.

Thank you for all the help and advice. I posted an honest review, the listing was removed and I will shortly receive a full refund. the seller has said that he/she doesn’t want it returned and that it can be disposed of, but wants me to remove the review.
Is that an end to it? Or do I need to do anything else?
Dear i am ready to give you full refund immediately. kindly revise the feedback. i am cheated by my supplier. i have no other source of income. i already delisted this item. i have also positive feedback on this item which put me in doubt that this product is original. Kindly cooperate with me. I'll be very thankful to you

Ignore the seller, leave the feedback and just keep the return open until you receive your refund (when it will close automatically).
I see that they listed the same product and then ended it this morning, so clearly they have more and maybe bought a job lot.

Have you had an email from Ebay (not the seller) confirming that your refund is being processed?
Do not close the return case until your refund is safely with you.
Personally, I would not remove the negative feedback.
It's an honest reflection of your experience.
Looking at the seller's 'feedback left for others', you can see they have sold 25 brand new cosmetic/skincare products although they are registered as a private seller.
They are clearly trading on a private account and not paying the correct fees to Ebay.
I would not cut them any slack at all!
And, in future, you are better off buying anything you plan putting on your skin from a properly registered business seller.

Yes the refund notice came from eBay and it’s currently showing as pending on my credit card app.
i will leave the review in place to warn others.
I had another very long explanation/heart rending message from the seller, which I will reply to with no sympathy as they are clearly wanting to carry one duping buyers and eBay.
You have been a huge help, and yes I will learn from this.

Hello community. After several more messages pleading with me to remove my review, which I replied to diplomatically but firmly, I told the person I would not be responding again. Then I had to block the seller because the messages were becoming more persistent. Within an hour of doing this, I started to receive multiple messages on my phone. I was driving at the time so, thinking it must be something important with the amount of pinging, I stopped and looked. There were multiple messages which had been deleted from a number in Pakistan. Also messages in my WhatsApp of a more threatening nature.. I blocked and reported and hope this is an end to it. I cannot believe these events were unconnected. I tried to attach a screen shot but the file isn’t supported.
It says that they know who I am, gives my full name, address then there’s a blurred out picture of a person in black with a big red cross across it and something across its face, with the message Be Careful. I obviously didn’t click on the download button.
Should I report to eBay or just let things lie? Can I change my eBay name?
Despite being 70 and a widow, I am not easily shaken and realise that it’s relatively easy to find out someone’s address and phone number, but all this over a negative review!

You need to report those messages to the Police.
