I buy the item on 15 January and I give to money to seller Item shows it was today but seller told me not make a payment of this item so he give to someone else and after to the conversation with seller he blocked me please give my money back

Check the email you got from Ebay when you paid. That will tell you the estimated delivery date.

One day after the latest estimated delivery date, you must open a case through Ebay to tell them you have not received your item.

If I can please just clarify a few things.

You purchased an item from an eBay seller and you paid through eBay checkout.  If the seller is not cancelling the item you can open a case for item not received one day after the item's last estimated date for delivery for a full refund.

If it does arrive and is faulty / damaged,  open a case for item not as described.
