Fail to sell via Global Shipping Program UK to EU

I set up my listing via Global Shipping Program. However, my client based in Romania fail to make order. The message said: 

Unfortunately, this seller won't send this item

to Sector 2, Romania. You can:

• Update your delivery address and try again.
• Or find similar items from another seller.

Is that normal?

It won’t allow to make order.

It’s not the first time. I select Global shipping program. It always not allow to make order.

It only works when I have to make custom shipping.
