Error codes 5543

I sent an offer to a buyer who tried to pay for the item, but got error code 5543. He has tried several times. What does this code imply?

It's to do with postage.   Is the buyer in Channel Islamds or Northern Ireland?

My listing allows for Global Shipping, Royal Mail and In-post, so I can't see what the issue might be. He's going to try again in the morning. Thanks for your reply.
