I'm just trying to wrap my head around ebay payouts? I assume it's to do with selling items which I was selling one but then delisted it because no one was interested. So would they still take money out even after delisting an item because I got an email today saying payouts are on hold and I don't want it to be a case of the payments backing up.

That email makes little sense unless they are referring to the fact you have returned to selling after a little break so any initial payouts may be on a longer hold before being released?
There is no fee to pay for delisting an item unless it was a vehicle, then the listing fee is payable sale or no sale, and charged the second the item went on sale.
Or, if you add any of the following optional listing upgrades, and they all come with a non refundable listing fee.
This is payable sale or no sale and again, charged the second the item goes live.
Reserves: 4% of the set reserve ( maximum £150 per item)
Subtitles: £2
Listing in 2 categories: 35p
Gallery Plus: £2.50 ( free for clothes and shoes)
Listings with duration 1 - 3 days 35p
As a tip, before clicking on the final List Item With Displayed Fees button, glance just above it, it should read £0.00 Listing Fee.
If there is a fee amount listed there, you have selected an upgrade, and if you wish, it gives you time to scroll up and remove the payable upgrade.

Can I still see if I have selected the upgrade even after delisting my item?

If you have ended the item it will be in your unsold listing then yes, you can see if any upgrades were added.
Also look to your payment summary >> all transactions here, it will show any listing fees that were paid:
