There is a current technical issue with sending / receiving offers, eBay we are told are aware and working on it, though no date of a fix has been announced.
What you can do, is to send the seller a message informing them of the offer you wish to make, if it's acceptable could they please change their item into a Buy it Now priced item with the ' offer ' price, so you can buy , and pay straight away from the BIN option.
