Are you looking for the escalation a little too soon perhaps?

Is this for a case of unpaid item?  Then 4 days have to lapse, and this is timed to the very second from opening the case,  before you can escalate, ask eBay to step in, and they'll force the refund.

That is an option that buyers have, not sellers.

If you explain what has happened so far, you will get some advice.

So, is it about a return?

Has the buyer opened a case?

Have you received a different item back?

More details will mean better advice.

Buyer stabbed my jacket opened up a case stating item not as described sent
me a fotos of rip in hood, my listing fotos shows exact place on hood with
no rip. She'd just changed mind and knowing no returns wrecked my item I
have over 2000 100% pos fbk and trusted seller, she has about 25 and
attitude sucks. I blatantly refused refund, ebay sent me mssg saying ask
them to step in, but no matter how many times I have followed instructions
it's not giving me the option to report problem, and then ask them to step
in and it said I can do it today 21st

I think that you will find that you can only get ebay involved, after item has been returned to you and refund has been made.

Then you can appeal, but not likely to help as photos really prove nothing.

If you do nothing and buyer escalates, then ebay will just refund at your expense and case closed.

This is an example of where if you had a proper return policy, buyer would not have any need for abusing the system.
