Sold and Item. The buyer lives a mile from where I work so drove there and dropped it off. the buyer was delighted with the quick delivery. The buyer confirmed in the "EBAY" message system that the item was received and that they are happy. Ebay won't release the funds for 31 days as no tracking number. Explained to Ebay exactly whats happened, not interested . Spoke with Ebay 4 times and everyone says something different. Currently have to wait 31 days to receive my £250

You have had a long break from selling, so are treated as a new seller as far as holds are concerned.
Once you have a proper track record, money is released within 24 hours.
Sometimes being helpful works against you, as you have no way of proving delivery that satisfies ebay. You could have with agreement if buyer cancelled sale and relisted as a collection item, then buyer would have received a code, but there is always the risk of losing a sale.

My thought was that it was only 14 days that money was held. (unless a new or returning seller, which the hold is 31 days)
This details a lot for you. The problem you have is that if you had postage on the item originally then there is no tracking to show item is or has been delivered. So whilst you did what you thought was a good thing was indeed not so good, as the item would not have had a collection code for you to enter in to the system to ensure quicker payment.
Now if you have an unscrupulous buyer (I am not suggesting you do) they could open an INR for the goods and win and keep the item as you have no proof of delivery. (in the eyes of ebay)

That's ridiculous, Ebay do not get to dictate to me when they give me monies owed. It is not their money to hold on to it's mine. this is borderline theft

This is it for me, once I receive MY money, i'm off, many years ago we needed Ebay, not so much now. There is plenty of other platforms to use.
