I have alerted Ebay to fake watches being sold at least a dozen times and each time they have replied that a customer service person has looked at the listing and it is alright. I have a few years experience buying and selling watches and I know what a cheap hand painted Indian dial looks like. Ebay have continued to let these sellers rip off and cheat their customers even after highlighting the fakes and telling them why they are fake. Does anyone care at all? Ebay are essentially assisting criminals in their behaviour and totally ignore advice from honest sellers, what can we do?

As ebay ever see the item, they can't know if item is fake.
Buyers are covered by eBay MBG, if seller gets lots of cases opened, ebay may act, but won't inform you.

eBay is a selling platform and sellers are responsible for the listings they put up.
eBay can't see the actual item being sold, so will not act on reports from somebody who has had no interaction with the seller.
Buyers are protected by eBay's Money Back Guarantee/Buyer Protection if they receive an item that turns out to be fake, and can get a full refund.

Because relying on the money back guarantee is cheaper as it is the seller that pays up.

eBay does have an Authenticity Guarantee for watches that sell for over £1,500. The watch is send to an authenticator who examines it and authenticates it, more info below:
For cheaper watches it wouldn't be possible for eBay to authenticate them, for this there's the Money Back Guarantee/Buyer Protection if a buyer receives their watch and it isn't the real deal.

Part of the problem is that eBay's brain dead, supposedly AI assisted responses seem to be little more than a handful of inaccurate, keyword generated standard replies.
The correct answer is explained in eBay's stated policy on the sale of counterfeits. Any meaningful application of AI would be able to find and reproduce this in reply.
You have been wasting your time trying to report fakes to eBay because eBay's policy is not to act on reports of counterfeits from ordinary users. This is understandable because reports from users may be mistaken or even malicious. There is no way that eBay staff can or will decide whether listings are "alright". The user agreement makes clear that eBay does not review listings or their content.
eBay will remove items from sale only when reported by the registered owner of the brand name. Quote: "Only intellectual property rights owners can report eBay listings that infringe on their copyright, trademark, or other intellectual property rights".
eBay suggests that members who suspect that items are counterfeit should get in touch with the rights owner and encourage them to contact eBay.
