I recently sold one of my phones on Ebay platform. Transaction completed and I sent the package to the buyer. On receiving it, I got an email from Ebay saying they mistakenly overcharged the buyers account more than the selling price and they can't refund it on the platform. Now they gave me an account saying I should pay the difference into that account before I can get paid the overcharged amount from the buyer.
Is this normal occurrence from Ebay??

This sounds very fishy and it's not normal eBay procedure.
You have received a scam / phishing message here.
Do not click on any link and you do not pay any money into any account.

It doesn't sound normal at all.
You can check if you have been overpaid by looking at payments.
Did you receive an excess amount or just the price of the phone?
If an overpayment had been made, it would be up to Ebay to refund the buyer.
As advised, don't act on the instruction in this email - it sounds very dodgy to me!

I honestly don't intend to act on it at all. And also, I can't see any money reflecting on my payment section yet. Although the parcel was received by the buyer just today, I learnt the payment should reflect 2days later after delivery confirmation if I'm not mistaken. So I'll just wait. I've also been trying to speak to a customer service agent directly but I can't seem to find any way to contact them

When tracking shows delivery your payout is released 2 days after that delivery date, and will be released unless there are other holds on your account, say if you are a new or returning seller.
If you wish to speak to a Customer Service agent, this is the easiest and quickest way to contact eBay Customer Services, for a Call Back option.

I recommend contacting CS first thing in the morning as there's more chance of Dublin answering.

This sort of thing just does not happen, the buyer pays to ebay, ebay do not take from the buyer.

You should get paid 48 hours after the tracking confirms delivery on Ebay.
If you look at the item in your 'orders' you should have a little 'i' for information with a likely payment date - like this:
'Funds available in eBay balance ...' .
