I bought some sunglasses from Italy which I received with no problem. Now 2 weeks later I have been given a bill for import/VAT 

what will happen if I don't pay it?

Any fees are usually required prior to receiving goods from abroad!

Who has sent you the bill for Vat etc

They'll probably pass it onto a debt collector.

Only Royal Mail insist on payment before delivery. Couriers will collect in some way as I think they have to pay the duty/VAT,  so they will not let you off the hook.
