I have been unable to post a new listing without first saving it as a draft. It simply won't complete. I wonder if anyone else is experiencing the same?

No,  no one has come here with that issue, it may then it could be a device or browser issue.

Which device are you using?  If the app or mobile browser,  glitches often happen there,  switch if you can to a laptop /PC and use Chrome this seems to be the best combo for eBay.  Clear cache and cookies too,  then try from there.
