Did not receive an Item or full refund

I accidentally closed an item not received case because they said they were going to send me the item, but I never received it, and they gave me a partial refund for postage only. How do I get the item or a full refund now after I closed the item not received case?

Nooo, you should never close a case early on any promise or excuse the seller may make,  as now there's nothing to enforce them to refund you,  and you cannot open another case with eBay.

Turn now to your payment provider for help with your refund.

You can't do it through ebay, you only get one chance at each type of case.
