Hi, I caught the delivery driver hanging an empty opened bag on my letterbox and taking a photo of it and scarper up the drive but she wasn’t quick enough and I confronted her and she said search my van , and then she took the bag and drove off, what can you do,! !

Assuming the tracking says item has been delivered you'd have to open a "not as described" case rather that a "not received" one.   But you need to be able to return something.   You could post back a paper copy of the photo if it's available.

She took the empty bag back but posted as delivered with the bag hanging from the letterbox but from that you can’t see that it’s empty
