Customer in USA trying to pay for Item through GSP

Customer in USA trying to pay for Item 187643237674 but told we do not ship to USA, please advise as customer awaiting my response

You are not opted in to GSP or specified international postage. 

You need to find cost to post yourself and invoice him.

He can't buy through GSP now, also would be expensive for him, especially on low value item.

I did try to send an invoice but message comes up saying Invoices cannot be sent for items where eBay manage all or part of postage. These are excluded from this invoice. EBay did send her an invoice but won’t allow her to pay. How do I send her an invoice please?
