Purchased a set of rear light for car, item arrived as expected, fitted to car, after short amount of time 1 of the lights started to steam up/get moisture inside.
Contacted seller and informed of issue, they responded with the following:-
Dear buyer, the taillights will be affected by the climate after they are installed, such as air humidity. You can wait and observe for a while, and the condensation will slowly disappear, and it will not appear again after disappearing. If this situation persists after a long time, I will arrange a new taillight for you.
I did as they asked, the moisture/condensation returned after a short time so I contacted them and they asked for new photos which I sent.
They responed with:-
Dear customer, this may be due to the weather. Turn on the taillights and let them heat up. It will be fine after a while.
I do not seem to be making any progress with the seller and am struggling with contacting ebay (seller has taken a long time to respond so can not see the option for "ebay to step in and help").
How can I contact ebay to get help/resolve my issue

If you've started a return request you will be able to escalate it to ebay after 3 complete working days. You get 30 days to do that . After that time its too late to do anything via ebay. You'd need to contact your payment provider and ask them about a refund.

You haven't mentioned a single date in your question. A "short amount of time" tells us nothing about when the fault developed.
It's clear from your question that you have never looked at eBay's money back guarantee; if you had you would realise the importance of exact dates. It sounds as though you have simply exchanged messages with the seller, who is probably hoping you will run out of time to get a refund.
You have exactly 30 days from the date of delivery to open a case for a full refund. You will find a link to the money back guarantee in every listing, or see: https://pages.ebay.co.uk/ebay-money-back-guarantee/ . eBay will take your word for the fault and the seller will be required to send you a prepaid return label if they want the faulty item back.
If you have alreadl allowed the 30 day time limit to pass, it's end of story. eBay will have no further interest. According to how yuo paid your payment provider e.g. credit or debit card provider may be able to help.
