Contact ebay regarding them sending my item to the wrong address

I need to make contact with ebay via phone. I ha e tried every method available and nothing is working. Ebay supplied the wrong address eben though i only have one address saved. My item got send to someone else in Blackpool while i live in Wolverhampton. Now marked as delivered and cant request refund for missing item. 

Have contacted the seller and they are having the same issue.
