I sold my PC and the auction was cash on collection. 

The buyer picked up the PC and paid. 

Ive marked the item payment received, but can't mark it as despatched, or picked up. 

It's still marked as Post now. 

How can I mark this transaction as complete?

You need to do this now, only on the Seller Hub

go to Orders >> Awaiting Postage / Print Postage label, and then click the box on the left of the item.

From the Postage tab above, use the drop down menu there, if the option to mark as collected is not there, then select Mark as Paid and Mark as Dispatched.

Dispatched is eBay's wording for a collected item.
