Closed a return request by mistake

Closed a return request by mistake due to adding the wrong tracking number, closed the request to open a new one and to add correct tracking number, eBay will not allow me to open a new return request

That is correct,  you only have one chance to open a case for an item.  Close it even by mistake,  it cannot be reopened,  and another for the same item,  cannot be opened with eBay.

You can try your payment provider now,  for help with your refund.
