Having problems checking out an item
have tried changing card details, using paypal and using Apple Pay. None of them work - just brings up an error
Could it be connected to me using the app for the first time in a while and getting £10 off?

Yes, it could definitely be the app.
Switch if you can to a laptop / PC and use Chrome that works best with eBay.
If the promotion is available it will be on the left hand side at checkout before you pay.
