Charged and not recived for an item not ordered by me

I have been charged for an item I did not order and have not been

Is the item in your Purchase History, is this definitely an eBay item?  Does anyone in your household have access to your account ?  

I understand you have not ordered this,  but if you have been charged for an eBay item someone had access to your account to do this, and if the item doesn't arrive , open a case for item not received and escalate after 3 days if not refunded beforehand.

Change your password on your eBay account now, preferably log off when not in use,  too.

You need to provide more information. 

If this is an ebay payment that only shows in your payment method and not in your ebay account, or bought as a guest, then it is likely that your payment method has been compromised and you need to deal with that urgently.
