Changing postage costs on my business ebay site

Hi everyone hoping somebody can help as I am struggling to change postage on my account.

We sell fabric samples, fabric by the metre and furnishing trims.

I would like to charge £2.50 per order for fabric orders, and £2.50 per order for trims wether it be 1 meter or 4(for example) metres ordered, however we thought we had chaged this correctly but it is chargeing £2.50 per metre and not per order ??

Can anybody please help .
