Can’t list an item

Hi, I am trying to list my item for sale. I have enough ‘selling limit’ to upload. 
When I click post listing, I get this:

Your account is currently limited. Go to Messages to find out what you need to do next.{e282030-1108477x}

 

but there is no messages in my messages!

 

I have tried to get in touch with eBay via the live chat/help chat but for some reason it says try again later when I request to speak to a person as opposed to the live chat robot. 

 

Does anyone have any ideas of what may have caused this and how I can resolve it? I have never sold on eBay before on this account (I’ve helped other people list things on their own account so I know how the process works).

Can’t list an item

Do you have a red thin banner across the top of your homepage to...  Update your account details?

 

You have returned to selling after  a long break, have you fully and correctly registered for eBay's Managed Payments?

 

You may be prevented from listing an item, because you have not fully or correctly registered with eBay's Managed Payments.

You need to provide eBay with details of a bank account and have this account verified.  The usual method here, is for eBay to send 2 micro deposits into that nominated bank account for you to receive,  and confirm to eBay.

Once this is completed,  you will be able to list items for sale,  and receive payouts from those sales.

This will show you how to register for eBay's Managed Payments.

If there is an issue with the registration contact eBay Customer Services,  who have full access to your account,  and can see where the issue lies and explain the steps you now need to take.

I recommend contacting CS first thing in the morning as there's more chance of Dublin answering.
