I'm having an issue with a return I sent, and using the Help links, it asks me which item I'm having an issue with. I select the item, then I get a message which says "You need to speak to an agent to get help with this".
I select the link to ask eBay to call me, and then I get a message which says:
"Sorry, we're having technical difficulties. If you try again, I should be able to help you, or you can search online help".
No matter which device I use, I get this message every time. (Macbook Pro and iPhone)

I strongly recommend contacting CS 8 a.m. on a weekday when the lines open for ' live agents' as then, there's more chance of Dublin answering.
This is the easiest and quickest way to contact eBay Customer Services, for a Call Back option.

Lines open 8 a.m. - 10 p.m. on weekdays
9 a.m. - 6 p.m. on weekends.

That's not the issue I'm having. The issue I'm having is I can't initiate a call in the first place...I've been trying all day since 9 am.
Every time I go through the process, that is the error message I get. I select the "Ask us to call you" option, I confirm my phone number, and then I get the message of:
"Sorry, we're having technical difficulties. If you try again, I should be able to help you, or you can search online help"

Clear cache and cookies.
If using the app, try website instead.
Then use link provided.
