Can no longer create coupons

Since opening an ebay shop a few months ago I have been using coupons to drive sales. 

Unless I'm missing something, the option to create coupons has disappeared from my Marketing discounts screen.

Any ideas why this would be?

Also a coupon I had that was supposed to run until 31st Jan stopped on 22nd for no apparent reason - no communication from ebay why this would be.

Coupons,discount codes,multibuy offers and other selling tools are now only available to registered business sellers

Just found out this is because these selling tools are no longer available to private sellers, as from 20th Jan
