I don’t want to cancel an order but the buyer does and I have declined his request, what now as he still hasn’t paid and looks like he won’t pay?

After 4 complete days, so on day 5, you will be able to cancel the sale using the reason 'buyer did not pay'. Don't forget to add them to your blocked bidders list.
Personally, and I know not everyone agrees, if a bidder asks to cancel, I always cancel. It is simple and you can relist straight away.
If you don't agree to cancel, either the bidder won't pay or, if they have paid, they will find a reason to return the item.

I always usually accept but the fact that the buyer tells me after the listing ends and not before - bearing in the seller bidded as soon as I relisted item and been on for 5 days. I was fuming but kind of no point declining as in the end the transaction gets cancelled anyway - thanks for your reply, I see me declining the cancellation for the 1st time ever was pointless lol

Once you have refused to cancel, that's it, you can do no more.
There's no way you can force the buyer to pay or take any action against them.

A seller can't do a non payment cancellation after they have refused to cancel based on the buyer's request.

The sale will auto cancel after 4 days, you cannot give the seller a non payment strike.

I didn't realise that - in my defence, it is a long time since I have been asked to cancel a sale.

@jckl1957 its one of those anomalies that we stumbled on a few months back when we had a cancellation request. If you leave it and do nothing or decline the request, ebay will auto cancel it. Like you say if you get the request then just grant, as you know damn well the non buyer isn't going to pay anyway. We then if the opportunity allows give feedback stating buyer did not honour transaction.
Personally if you are going to bid on an auction item and don't pay, or request a cancellation after you should get a strike for it. If you did the same at a B & M auction house, you would be quickly banned, and charged a storage fee when the item is resold.
