Buyer seems unlikely to be able to collect item

I have listed a ride-on mower and have received one bid. The item is clearly marked as buyer collects from an address in the UK (Isle of Wight), but the buyer seems to be based in Germany. S/he has sent two messages in English asking about "island" which make little sense. I fear they will not be able to collect as their bid is low and the item is large. 
Can I refuse that bid?
Or do I have to wait until they default in some way?

You can cancel their bid and block them, which I'd be inclined to do.
